27 Feb 1700 is after 6 Oct 1700 assuming dates were old style (as was usual in church records tho by then New Style was becoming common in commercial/business dates - the Scots had switched much earlier than the English (they switched in 1752) hence the common caveat you cannot be totally sure of the year for dates 1 Jan to 24 Mar until post 1752
Two baptisms were not common (and certainly not in same parish) - the second 'bapt' found in a reg is a reception into the congregation post a private bapt of a sickly child (and usually noted as such) some confusion may be found if parents move between parishes as some receptions of older children may occur at same time as bapt of the youngest sibling - the occasional dual entry of bapts in 2 parishes on same date is not an indication of a 17th or 18th C public transport between churches but merely record keeping where the family wanted a record kept in both parishes often by owning land in both (eg 1st child esp noted to safeguard inheritance)
My own take is that the Robert of the USA was possibly via Ireland - the Manx Quakers are reasonably well studied but there was a much larger Quaker community in Ireland often associated with the linen trade
