This attachment explains that Francis was a Manx Man. It talks about some stamps that the IOM produced which included a tribute to Francis.
Also, I made an error in my initial comments. Francis was hired as an apprentice in taxidermy in 1891 at the museum and then later in 1904 becamse curator of the Museum. I can't find any info on his death which is odd when he contributed so very much to BC.
There is also a Mount Kermode here in BC, also named after Francis Kermode

I wonder if the Francis you found is our BC Francis? I'll do some more digging later.
