Averil, thank you for this, but I'm a bit confused. Your 2008 transcript for Thomas Looney 1691 says "... Constituted his sd. Fathr. [Dollnd] Brothr. in Law Robrtt Canon sole Executors ...". Where did you get "[Dollnd]" ? Is it on the will? Frances's extract for this same will did not name the father.
Also, you have the Burial for Daniell Lowny 18 July 1681, which is 10 years before Thomas's will.
It may help to look at the brother in law Robrt Cannon, Ann Cannon and daughter Margrett.

She includes sons John & Edward (both abroad), and has son Phillip Cannon exec'r. Several other names. She mentions her [cosin] Catrin Looneys Daughter, which might be a slight clue. There was a daughter of Robert named Catharine, but no Ann that I can find on the IGI other than 3 Jan 1650/51 d/o Will Lowny.
Robert Cannon may match a 1699-2 Maughold will on the index, but isn't transcribed or on MNB.
I still think Thomas fits well to be the son of Robert Looney, bp 14 Aug 1666. The father Robert is still alive in 1692. Robert's 1699 will has "only son Wm Loony sole Admr.", and brother Wm is in Thomas's will. Grandfather Wm Loony 1661 mentions [eldest] grandchildren Will & Katherin Loony, both born by then but Thomas born after.
The will CALOW, Jony 1676/1677 Maughold LOWNY A w 0106203 might be the mother.
