probably little help but in 1880's + 1890's a John James Gell operated a drapery business from that address.
The Norris Modern press in the 1930's (+ upto the 70's) published a year book in competition with the examiner annual that had a very partial directory of tradespeople (more than their advertisers but nowhere near 100% complete) - maybe the Museum could look up a copy from the late 30's to see if that helps.

Many official Manx records were dumped in a mineshaft to clear space - others went for waste paper salvage in ww2
