I have an extensive database of all Creer family records - but in your search I fear you have encountered the bane of my research also - too many John Creers!
Regretfully I cannot identify the parentage of the William Creer who married Ann Kenna - but I suspect he was the son of the William Creer, master tailor and draper, widower of Jane, who you identified in the 1851 census in the House of Industry with baby John James Creer. The William Creer you mentioned who died in 1846 is identifiable and belongs to another Creer family altogether.
I am unable to track father William or son John James in the later censuses - and I am not sure which John/John James Creer group you have picked up in the 1881 census - but if it is the family at 6 Gilroy road in West Derby - this again is a different family.
So sorry not to be able to be of any real positive help.
