I'm now less worried that you are going down the wrong track with Richard William Clucas (Pugh) as I'm more inclined to believe the name used on Mona's birth certificate than the one on the Census. It's not unusual for someone to be recorded on the Census by their middle name if that is the name that they are more commonly known as but names are normally correct on birth / marriage certificates because these are official documents.

It would help if we could find his marriage certificate but as he was illegitmate himself he possibly only lived as man and wife with Amelia without actually getting married (again not uncommon at the time). This was more common though with a second marriage and I did notice that his marital status on the 1901 Census appears to be married whilst Amelia's is single - again this could just be a mistake on the Census.

Do you have a copy of either Amelia's or Richard William's death certificates? If the surname on Amelia's is still Hawkins then they obviously didn't marry and Richard William's death certificate would also confirm his date of birth (or actual age at death) and his real name.
