owner/ occupier

please i need help[ in all ways] st georges st houses and Fredrick st houses in 1924/6 were they council houses, what does it mean occupier/ did some one own these and the people in them payed rent or did they pay counsil,
I looked at electoral roll today and i was searching houses that had been mentioned to me about the time of my dad was born, and this is what i got
NO 14 Fedrick st occupier kate crennell [ well this is the house i know my dad lived from 1926, his guardian being edith crennell, daughter of kate,
No 14 st georges st occupier jane cain, this is the house where my parants got married from 1940 [ gor married kirk braddan] whitnesses james alfred hill and doris cain]
no 5 annie cain [ dont know off]
no 9 robert kelly,[ may be relation to stanley kelly born 1919 and lived in same house as my dad and crennells fredrick st
no 17 thomas arthur cain[ my dad named my older brother george arthur stanley cain and i have a brother stanley cain and brother james thomas cain, see where i am going with names my dad had three boys with names that could be after any one of these,
and lastly no 12 james crennell, james edward crennell [ mungie ] was born 1903 and this is who catherine cain left my dad age 5/6/7 with but edith was his guardian, would he have beeen to young to be occupier of no12 and why would he want a house, as he did not marry untill 1930, i will looking at book for 1950 [ as from 1930/40 missing to see who still lived there
