I don't think Thomas James Joughin was languishing in New Zealand - he seems to have moved on pretty smartly. Possibly to South Africa, USA, Canada, or to a state in Australia other than Vic., NSW, or Qld. He would be easier to find if he had included his second name in records, or at least an initial!
