I did wonder whether the person who filled in the official copy of the census page could have struggled to read John’s birth month from his rough notes (or from the copy John had provided for him ?) so, rather than leaving the box blank, he put in that illegible squiggle. I looked at several pages on either side of this one and didn’t find any other examples of a completely illegible month.
