my own response to those who ask to use my material (generally the copyright is on the transcription/scanning) is that short excerpts (say no more than 10% of the text or a single photo) are fine though I would appreciate a cross-link if posted on the web or a notice of URL if on paper), above this then some form of prior request is only polite and very unlikely to be refused - copying of complete pages is a form of theft (passing off another's work as your own - a 'hanging' offence in academia !) when cross-linking is freely available and my website is hosted on an excellent server giving 100% availability.
