Yes the extracted bapt from Ramsey register in the IGI looks like an illegitimate birth for Mary Ann. And the will certainly shows that Ellen married.
Unfortunately the Maughold transcripts are not going to be of much use to you - only some Ramsey records are there, and full addresses are given only on burials from c.1850 to the late 1880s. After that usually only "Ramsey" is given.

Ramsey burials are not usually on Brian's burial list (FHS didn't transcribe them).

The 1851 Ramsey census has an entry for a John Garrett, wife Ellen and son Edward, residing on "Sand" Street. Ellen's place of birth is shown as Ballaugh, which agrees with the christening record.
In 1841 George Monk was residing at "Strand" Street in Ramsy; in 1851 Mary Ann is residing with her grandparents (Martin Kenyon & wife Margaret, nee Clague).
