Yes, I agree that the answers are probably in Ramsey. The children's baptisms might give some information. There was a William Looney there as early as 1671 according to Constance Radcliffe's "Ramsey 1600-1800". She wrote that William Looney's "one eighth of an old fishing boat and oars was worth 5/- in 1671".
