I asked Philip Allen (Joughin expert) whether he knew which William Looney she married, but he didn't have this recorded. He wrote "As Dorothy is fairly unusual, her baptism is not hard to find. Her father Daniel was from Bride when he married at Lezayre, and Daniel Joughins are quite thick on the ground in Bride". In her messages Helen was not interested in Joughin.
I'm assuming he was referring to the Ramsey bapt for Dorothy Joughin on 23 April 1775 which is close to her age given at burial (but not underage at marriage, as I noted on this thread earlier). The 1841 census ages can't be relied upon.
In the 1841 census Dorothy Looney 60 Labourer is in Ramsey in Lezayre St., with Thomas Criffall (Ancestry) or Criggal (Brian) 55 mason, Esther (Ancestry) or Cather[ine] (Brian) 30, with William aged 3.
As there were Criggal entries from Ramsey in Maughold burials that seems more likely to be correct, but Esther looked correct rather than Cathr. I thought they might give a lead to William Looney, and why Dorothy was with them.
In 1851 Esther Criggall 50 Charwoman and son William 10 both b.Ramsey are still in Ramsey (place crossed out). I couldn't find William's bapt.
The problem is that William Looney's burial (and the Criggall burials) are possibly recorded in Ramsey so not in Maughold records or on Brian's index.
