Wellington street was I think fairly run down by late 19th C - the brewery acquired much of the property (inc an old methodist chapel) around 1900 for use as brewery depot - you can probably think back to the days of the Dog's Home, so he may have moved or just used it as business address - the census asks for residence on a Sunday/Monday night - many shopkeepers would live over their shop in those pre H&S days but not I think an electroplater.
The key to Ewan's questions are probably the douglas rates books (try townhall) and/or the newspapers as he would need to advertise
