On his children's birth certificates does it say he was born in Douglas Isle of Man, or just Douglas?

Have you tried this website for British families in India: www.fibis.org/ ? If you do a FIBIS search, and then "find a person" you need to put in one at a time every variation of his name (e.g. Fred, Frederick, Charles, Chas, C. F., Charles Frederick, etc.).
