Frances --- my guess is that John Taggart (b 1803 Isle of Man) left his family as a youngish boy and moved over to Whitehaven (to stay with Taggart relatives, perhaps), so that when he turned 13, he’d been in Whitehaven long enough for the enrolling officer to assume that he was Whitehaven-born. (His parents were still producing babies on the IOM in 1819.)

Or perhaps the whole family moved over to Whitehaven soon after John’s birth in 1803, and stayed there for several years, returning to IOM before Robert’s birth in 1809, but leaving John behind in the care of relatives.
