[cover letter inclosing an Address] to Marquis of Buckingham 6 Sept 1786]
My Lord I have the Honor to present your Lordship with the Inclos'd Address from the Bishop, Arch Deacon and Clergy of this Isle with the Members of the House of Keys, and others the principal Inhabts whilst I beg your Lordship's acceptance of, as a token and to state of their public acknowledgmt and thanks for the many essential & important services you have been graceously pleased to render this Island, But more particularly for the singular advantages, your Lordship and your Lordship only hath lately procured in the Herring fishery, which exceeds their most sanquine expectation. I can with great truth assure your Lordship that nothing could equal the general Joy and Satisfaction which diffused itself through every class of the Ihabitants upon of the news of their being included in the late fishing Act of parliament which I am pursuaded will not only contribute to the prosperity of this Island, but greatly add to the natural protection of these kingdoms.
I apprehend nothing is now wanted to compleat and render this Island more properous and flourishing than ever, But to make it a store house and lodgment of goods or mechandize for the sole use of the Merchts and African Traders residing in Liverpool and neighbouring ports, who are at present under great inconces obliged to send their ships to France and Holland to collect a necessary suitable asortment of goods to send to Africa, which occasions a great loss of time, and often ruining the voyge - I was informed when at Liverpool the other day, that the Merchts there intend applying to the Ministry the Ensuing Sessions for an Act to make the Island a store house to deposit such goods under the car of the King's Custom house which no doubt would greatly extend and encourage that beneficial trade to Africa and add much to the welfare of the Inhabitants But indeed we have every reason to be thankfull for what has been already done, without looking for further favors.
I am with the most profound respect &c
