Memorial from the Keys to Gov. Dawson with regard to a Petition sent by certain Local property-owners to the Lord of the Manor "in a character of a Sovereign Prince" complaining of a variety of alleged grievances - an action the Memorialists conceive to be "an insult to the existing Legislature and effecting a Revolution in the legal Government and Constitution. This action is attributed to Jealousy because they had not been elected to the Keys, end the signatures attached to the Petition are said to have been those of ignorant people of humble station (not landowners as stated) obtained by fraud. They complain that the Keys do not represent the people, who do not agree with what they do. The Memorialists go on to point out that statements by the Petitioners to the effect that the wrong men have been appointed as officers in the Fencibles;that they do not object to the removal of the Title Deeds from Castletown to Douglas etc.are incorrect;and they ask that,as they consider the whole thing to be disloya] and seditious the Governor will lay it before the King and have proceedings taken against the Petitioners in the Island. Memorial of the People of the I.O.M. to the Duke of Athol. This, after offering their thanks for his help, refers to the hardships they suffer through having no representativies in the Legislature or Keys who, being entirely self-appointed oppress and mis-represent them in a manner unknown elsewhere in Gt. Britain. They protest against the meetings of the Keys being held in secret. which leads to corruption and the benefit of individuals by the use of a packed majority They propose that the present House be dissolved and a new one be elected by universal suffrage, which shall sit for three years only;that there be a re-distribution of seats;that certain conditions,as detailed,be imposed on Candidates and voters;that no soldiers be allowed to within two miles of a polling-place etc, All this the Memorialists pray that the Duke will represent to H.M.King. |

Memorial of the People of the I.O.M. to the Duke of Atholl who say that having lived for generations in peace and content under his ancestors do now find themselves, fifteen years after the Revestment, forced to implore his aid to obtain some relief from their present conditions and some advantages for their trade. They go on to complain that the Keys meet privately and make laws for the benefit of individual members;that these laws are not made public, and copies may be obtained only at an excessive cost which goes into the private purse of the Clerk of the Rolls. This is followed by complaints about the wrongful use of the Highway Funds;the officering of the Fencibles;the want of Trade;the difficulty of obtaining any good brandy or Geneva - even for medicine; and the fact that herring curers in the Island cannot compete on a fair footing with those of Liverpool and Whitehaven. They pray for the assistance of the Duke to get the Keys dissolved and re-elected on a different basis, etc. This was said to be signed by 802 inhabitants. |

Petition from G.Jefferson (Printer & Bookseller) to the Duke and the Bishop of Rochester (late of Sodor & Man) states that being the publisher of the "Manks Advertiser" for several years it has always been his policy in that paper to support the constituted powers of Church and State rather than to make it the vehicle for abuse of the Duke and Bishop. Those with views in opposition to his support a paper called the "Rising Sun", and by publishing articles which these people dislike he has incurred the resentment of various Manx families and suffered thereby. In Dec.1826 he published an advertisement inserted by the Rev.John Aitken who was involved in a dispute with the Rev.John Christian. The latter brought an action for libel against the Petitioner and was awarded damages, and on an appeal to the Keys these were upheld. The Petitioner believes, however, that the action was really brought against him because of his support of the Duke's cause, and that on this account many of the Keys, being biassed, gave an unfair verdict, For this reason he asks for help from the Duke and Bishop, both to meet the damages awarded against him and to secure the contract for printing the Govt.work and so assist him in upholding their cause against his rival the Rising Sun. |

Memorial of Deemsters T.Gawne amd J.J.Heywood to Gov. Smelt. with regard to their rank and precedence in the Island, more particularly vis-a-vis the Attorney-Generel. With remarks thereon by Mr.Steuart. (Some of these remarks are very trenchant, terminating with the observation that the real purpose of the Memorial (which was sent by the Lt.Gov. to the Sec.of State) was not the ostensible one but concealed e personal attack upon the Duke, then the Gov.in Chief. N.M. ) |
