PART I.
GENERAL CHARITIES.

Extract from Bishop Wilson's short History of the Isle of Man. See his Works, published by Crutwell, page 456.

"THAT (through the poverty of the place) the Church may never want fit persons to perform Divine offices, and to instruct the people in necessary truths and duties, the pious and worthy Dr. Isaac Barrow, soon after the restoration, being then Bishop of Mann, did so effectually make use of his interest with his Majesty, King Charles the Second, and other noble benefactors, that he obtained a grant of one hundred pounds a year, payable out of the Excise for ever, for the better maintenance of the poor Vicars and Schoolmasters of his Diocese.

Royal Bounty.

And the Right Hon. Charles Earl of Derby, being pleased to make a long lease of the Impropriations of the Isle in his hands, which, either as Lord or Abbot, were one-third of the whole tithes, the good Bishop found means to pay for the said lease; which, besides an old rent and fine, still payable to the Lord of the Isle, may be worth to the Clergy and Schools about one hundred pounds more.

Impropriate Fund.

Besides this, he collected amongst the English nobility and gentry (whose names and benefactions are registered and preserved in public tables in every parish,) six hundred pounds, the interest of which maintains an academic master.

Academic Masters Fund.

And by his own private charity he purchased two estates in land, worth twenty pounds a year, for the support of such young persons as should be designed for the ministry. So that the name and good deeds of that excellent prelate will be remembered with gratitude, so long as any sense of piety remains among them."

"Anno 1670.

The names of the Benefactors, and the sums by their charity contributed to the Isle of Man, for the erection of a Free School in the said Island, and of an English School in the several parishes thereof; and also for the augmentation of stipends to the poor livings in that Island.

" The King's Most Excellent Majesty, £100 per annum,distributed to the Ministers for teaching an English School in their several parishes, to fit the Children for the Free Grammar School, payable out of His Majesty's Rents from Abbey Lands in the Island.

"Which sums were collected from the year of our Lord 1664, to this present year, 1670, the Right Rev. Father in God, Isaac Barrow, being the Bishop of the said Island, by whose great care and pains the several sums were collected, and the greater part of them laid out:

" To the Earl of Derby, for the purchase of the Impropriations in the Isle of Man, for the use of the Clergy in that Island, the sum of £1,100.
" And at the translation of that Bishop from that Bishoprick unto St. Asaph, in the year 1670, there remained to be disposed of £24 1. 8s. 4d. :

"Which, with what shall be given by others, whose charitable minds God shall raise up to so good a work, is intended for the erection of a School in the Island for academical learning.

" There being already an increase made to the Ministers' livings of about ten pounds per annum, (and as much more will be added when the leases of the purchased Impropriations are expired,) and also a Grammar School, settled with the stipend of thirty pounds per ann.; and every Minister is obliged to teach an English School in his parish, by the increase of his stipend, which was the work intended."
