Govt Chaplain may not mean your ancestor was in service as it was the name of the post held by the incumbent of St Mary's Castletown - I have a little on the background of troops at www.manxnotebook.com/history/military/regts.htm but not the regts in your period - I havn't seen any such list on-island.
