It's actually quite simple to use. I used it frequently at my last job to facilitate meetings with my customers. All you need to do is log on at a pre-arrainged time and call the phone number with your phone (so you can't do this with a dial up connection unless you have two phone lines). Everyone can then hear everyone else talk and there's a share area on the website that everyone can see and input to at the same time.
So say I wanted to facilitate the workshop. I would setup a meeting time on the microsoft site, then email or phone, or post to this message board the day, time and phone number to call. The meeting can begin as soon as two people have logged and phoned in. Others can join and exit at any time. There is a shared whiteboard that any user can control and an area to share files. It's almost as easy to use as email.
