I'm not sure why I am following this, but strange things do take my fancy somtimes.
I used the seach engine, Google, and typed in Dollough. The results were Frances Coakely's pages, which she takes from various Manx source material. I took the trouble to read them, even though I have just ordered her excellent CD rom on her pages, and formed the opinion that she was referring to the place the Dollough. The Dollough family is in the same context as the Douglas family, or the London family.` That is, the family of the Mylreas from the Dollough. If you would like to cross reference that with Frances' page on the list of Deemsters, this will confirm what I say. You will find Deemsters Mylrea (spelling variants, maybe, I didn't take too much notice there because it is something one gets used to with Manx names), for the dates you to which you refer.
I am going to stick my neck over the parapet here, and say that it is unlikely that there was ever a family by the name of Dollough here, certainly not in the context for which you are looking. Sorry, no Deemsters for you. Still, elimination is part of research.
However, it is good that you have found an American contact who seems to be able to help you.
