Had a quick look on UK Census Online Free ( There are a number of sites like it so be careful) it does only give limited information free.
On 1881 census there are 1250 Charnleys , 49 Robert Charnleys, 42 born Lancashire, 6 Yorkshire and 1 Middlesex, it includes people with Robert or R as second name.
You can reduce the 1250 down by choosing which County they were residing , but not where they were born. The only Charnleys on the IOM 1881 were:
Edmondson 40 Mariner born Piel Island.
Mary Ann 38 Wife born Scleetwood
William Kelsall 13 Son born Barrow, Lancashire
