Derbyhaven was a much better shelter than Castletown (which outer harbour of the 1840's was severely criticised as a waste of money) - see www.manxnotebook.com/gazateer/dhaven.htm - the 1846 plan shows a small pier but it had gone by O/S of 1868 - you could draw small boats up on sand and there was both a fish curing house + a lead smelting house (both I guess set up in 18th C or earlier for ease of access as well as being well away from Castletown - but port never developed post the 1840's breakwater - so guess there might be fishing boats but not the main fleet as at PSM - had been used more in 17thC and earlier as ships smaller and the c.1811 quay at Castletown hadn't been built leaving just the small quay near the gluepot.
