I agree Frances, degree of fluency is important, and the trouble with learning a language from scratch and not in a 'real' everyday environment is that it's difficult to build up a large and widespread vocabulary. Undoubtedly there was a political element to the declaring oneself a fluent Manx speaker question. Perhaps some thought that a 'Yes' would help fund the expansion or continuation of Manx Gaelic teaching? Perhaps some put 'Yes' because they wished they were fluent, but weren't...
