Memorial to Cornelius Smelt, Lieutentant Governor, 1795-1832 and friend of Manx interests against the Athols. Commonly referred to as 'the candlestick'. Designed by John Welch - intended to act as a base for an urn though Sir Wm Hillary wanted a statue (by Mr Welch senior) but insufficient funds were available.
