As I propose leaving Town with my Family in a few days, I am anxious before I go, to receive your Grace's answer to my application respecting the removal of the present Lieut Govr of the Isle of Mann (on full Sallarry), should this my request be complied with, I have to recommend Capt Charles Small of the late Dutch[sic ? Scotch] Brigade, to succeed to that situation, He being every way qualified for that Office.
I trust I shall likewise soon be able to recommend to your Grace a fit Person to be His Majesties Attorney Genl of the Isle of Mann for until that situation is properly filled, the Business of Government cannot be carried on as it ought to be in that Island.

Lt Govr Shaw had been appointed in 1791, two years prior to Atholl's appointment as Governor-in-Chief, their relationship went from bad to very bad before Shaw retired due to ill health. The Attorney General's position was unfilled following the departure of Wadsworth Busk but London appointed Wm Frankland in 1796.
Charles Small was noted as Anonymous Author of a Publication distributed amongst the people of Douglas, and the Inhabitants of the Isle of Man at large, on Saturday, the 12th current; and who signed himself "A Manxman and Friend to his country." Dated " Douglas, June 25th, 1790." Signed Charles Small
Small was also appointed Collector of Douglas
