Report by G. Stewart to Duke,enclosing the above estimates and giving details of the various works mentioned. Pier. In view of the great force of the waves,which he has recently observed,he has thought it well to strengthen the original design. Castle Rushen having been decaying for 30 years,he now considers unfit for repair as (with the exception of the Gov.'s residence) it is roofless and totally exposed to the weather. Peel Castle. which in 1779 could at little expense have been made a noble and adequate residence,is likewise,from neglect, become an irreparable heap of ruins. Even the masonry is unfit for use. Customs House. The premises at present in use are rented, and the only satisfactory course will be to build. Having plant and trained labour available,if building is decided upon now is the time to begin it. |

Report by C.Small Governor's House. In a state of dilapidation. Walls
and windows admit water; the roof is beyond repair and a new one is required;
even if repairs were made the house would remain "a dark, dreary,cold,damp,
uncomfortable habitation." Powder Magazines and Storehouses are in good condition and fit to receive powder and ammunition... At Douglas a safe and commodious store for use as a magazine has recently been taken. At Ramsey both powder and stores are in a small room under the Lighthouse,where they are dangerous and liable to theft. At Peel there is no place at all for powder or stores. The Barracks in the ditch at Castletown are in a state of total decay and get no sun. Being within four yards of three of themagazines they are a danger to both themselves and to the town. These Barracks are unfit to put troops in,and should be demolished, The Batteries are of little use as they could not prevent an enemy landing at other parts of the coast. What is needed is Field Pieces to engage him when landed, and there are none of these available.Small batteries at the Ports might be valuable to deter raiders.The Douglas one and one of the Ramsey ones could be repaired without great expense,but those at Derbyhaven and Peel are entirely ruined. The guns can be made fit for service and carriages found for those retained. But a guard will be needed to protect them from damage. As regards the stables,it would cost less to build new ones than to repair them. |

Report on by J. Stapleton, Inspector-General, three roome in the Gatehouse
held 20 prisoners, The rooms were 19.5 x 13, 15.5 x 13,and 13.5 x 15 ft.
Two other debtors were in small turrets on the walls. Some of the prisoners
had not even straw to lie upon. Douglas Prison consists of two rooms,only one of which has a fireplace. It is used for both Civil and Military offenders,but the former only stay over-night before transfer to Castletown, Peel Prison, Peel has no prison,and a small one should be built. Ramsey Prison The existing one is considered adequate. |
