LETTER from the Speaker of the House of Keys. Douglas, 26th September, 1791.

THE House of Keys have appointed a Committee to attend your Proceedings agreeable to your Wishes ; and in so doing they beg Leave to have it understood, that their Compliance is not to be construed into any Approval of the Measure, or to preclude them from taking any Steps which they may hereafter be advised or judge expedient.
