By the Justices' Amendment Act, 1895, it is provided that the Chairmen of the Town Commissioners of Castletown, Douglas, Ramsey, and Peel, under the Local Government Act, 1886, and the Acts amending the same, shall be a Justice during the time he shall be such Chairman.

By the Douglas Municipal Corporation Act, 1895, it is provided that the Mayor shall be a Justice during his year of office and the year following.

Applications for Special Marriage Licences to be made to F. J. Johnson, Diocesan Registry, Douglas.

["The Marriage Law Amendment Act" provides that (1) Notice of the intended marriage must be given in writing to the Surrogate, three clear days before the granting of the license. (2) One of the parties must have resided at least fifteen days in the parish or district where the marriage is to be solemnized. (3) Marriages may now be solemnized between 8 a.m. and 4 p.m. (4) Persons resident in any of the Douglas parishes of St. Matthew's, St. George's, St. Barnabas', and St. Thomas's, may be married at Kirk Braddan on the payment of a double fee. The fee for an ordinary marriage license is 7s 6d; and for a special license, including fee to the Bishop's secretary, £6 6s.]

Nonconformist Marriages.

Certificates and Licences for the celebration of Marriages in Nonconformist Churches are granted by the Registrar for each district, viz. Marriage by Certificate requires 15 days' residence of both parties within the District in which the marriage is to take place (prior to giving notice to Registrar), and certificate will be issued after 21 clear days' notice; or if the parties reside in different districts, notice must be given to the Registrar of the District in which each party resides.

Marriage by Licence requires 15 days' residence within the district in which the marriage is to take place (prior to giving notice to Registrar) of only one of the contracting parties. Licence will be issued after three clear days' notice.

The above also applies to marriages in Registrar's Office.

A Registrar cannot accept a notice for a marriage to take place in the British Isles, or in any of the Channel Islands, notwithstanding that one of the parties may be resident in the Isle of Man; nor is any Certificate or Licence for a Marriage which is issued by the Authorities of those Isles available for the celebration of marriage after Civil preliminaries in the Isle of Man.

Manx Passenger Returns.

The tax of one penny per head, levied by the Isle of Man Harbour Commissioners, in connection with all passengers embarked or dis- embarked at Manx ports, enables the number of people arriving by sea in the isle of Man during what are termed the season months- May-September inclusive-to be gauged with almost absolute accuracy. At Douglas the May-September arrivals in 1913 were 615.726. while the figures in 1914-the year war broke out-were 404,481. The Ramsey figures for these years were 13.891 and 9,1692 respectively' while for Peel they ware 4,985 and 2,745.

So far as the seasons of 1915, 1916, and 1917 are concerned the arrivals were so small, owing to the great diminution in holiday traffic to the Isle of Man, consequent upon the War, that the Harbour Commissioners only issued the May-September figures for Douglas. In 1915 the figure was 33,768, io. 1916 it was 52,500, and in 1917 it was 50,858. The arrivals at ports other than Douglas were, negligible.

The Finances of the Isle of Man.

The total ordinary revenue of the Isle of Man for year ended 31st March, 1917, was £128'583 4s 2d, being a net increase of £22,390 4s od as compared with the revenue of 1915-16. The expenditure for 1916- 1917 defrayed out of ordinary revenue was £93,374 18s 71, being a net increase, as compared with the expenditure of 1915-1916, of £5,331 18s 1d.

THE NATIONAL DEBT.

At the close of the financial year 1916-17, the public debt of the Isle of Man stood at £160,069, it having been reduced by £2,800 during the year.

Dr Mackenzie (or Dr Gaird) public vaccinator, attends at the Odd- fellows Hall, Circular-road, Douglas, on the 1st and 2nd Mondays in each month, from 3 to 3-30 p.m., for the free vaccination of chilen ; also at the Board School, Conchan, on second Wednesday in each month; hours, 4 to 4-30 p.m. ; at Workingmen's Institute, New-rd., Laxey, Lonan, on third Wednesday in each month, at 12-30 p.m. ; at the Parochial Schoolhouse, Braddan, first Wednesday in each month from 12-30 to 1 p.m.; and at the Post Office, Crosby, Marown, fourth Wednesday in each month from 12-30 to 1 p.m.

VACCINATION REGULATIONS.

At the time of registering a birth, a form is given respecting vaccination, which is compulsory (under penalty) within three months after birth, except in cases of illness, etc. This form has to be filled up by the medical man who vaccinates the child, and forwarded to the Registrar for the district in which the birth was registered, within 21 days after the operation has been successfully performed.

NOTIFICATION OF BIRTHS.

The Notification of Births Act (1910), provides that the Medical Officer of Health or the Clerk of the Local Authority shall be notified of births of children within forty-eight hours after birth. Notification must be made by the father if resident in the house where the birth took place at the time of its occurrence, or by any person who at the time of birth, or within six hours there- after, is in attendance on the mother.

NOTE.-This does not apply to the Civil Registration Acts. All births must be registered as above.
