The Act provides for the erection of an Asylum at the Strang in Kirk Braddan. By the Rushen Abbey Trust Act of 1864, the
lands and premises of Rushen Abbey, previously granted for a lunatic asylum, were re-conveyed to the grantor, the site not
being eligible.

Lunatics, prior to the building of an Asylum, were kept in Castle Rushen, and the Rev. E, Ferrier, chaplain of the Castle,
writes in 1858 of his experiences there. The Asylum scheme was initiated by Governor Charles Hope, continued by Governor
Francis Pigott, and concluded by Governor Loch.

The temporary asylum (for use until that at the Strang was built) was at Oatlands, in the parish of Kirk Santan. By a proclamation
of the Governor it was declared open on 2nd December, 1864.
An Act intituled the Temporary Lunatic Asylum Act, being an Act to provide for making an addition to the Temporary Asylum,

The Treasury Minute of 4th March, 1867, contains an important declaration as to the £10,000 per annum contribution.
Reports of the Lieut.-Governor [Loch] and Committee of Management, and also of the Chaplain and Medical Officers of the Lunatic Asylum for year to 30th June, 1868. It records the use of a temporary asylum at Oatlands (1864 to 1868) and the purchase in 1868 of 37 acres at the Strang to erect a new building there, at a cost of £15,149.
The new Asylum at the Strang was completed on 25th May, 1868, and opened on 2nd June. The architect was Christian. Oatlands had been occupied for four years, from 12th December, 1864, the total expenditure being £1,12'3. The new Asylum cost £15,149.
