Prior to the building of the College on shore HMS Britannia dropped anchor in the River Dart in 1861 and as a sailing ship would certainly have needed Riggers since the cadets would not have had time to gain the neccessary experience. I do not know whether or not she ever left the river again before being scrapped under Lord Fishers reforms.
