The Family History Centres are attached to the Church of Jesus Christ of Latter-Day Saints (LDS) - or Mormons. They are very willing to help - you can find their website at http://www.familysearch.org - you can search their library catalogue on line. Their films are the closest most of us can get to the Manx Library! (Incidentally, do check anything in the IGI against the actual records if you can - there may be more information in the Register and, as it is the original record, it is as accurate as you will get.)
