Samuel Food was noted as running an unnamed and unlocated public house in 1837 - Flood Samuel, Heywood’s place (tavern) (Pigot's Directory 1837)
Manx Liberal 1 March 1845 gives a notice of meeting of Manksman's Friend Court (#1213) - mentions Philip Stephen, Henry Dickinson and Samuel Flood with meeting at Thomas Law Foresters Arms Inn, Douglas (these three were indeed those registered as founding members in the official records).
these would appear to be the only mentions of him I can find - I may have missed him in the1843 directory as my scan is not complete but a quick visual check doesn't show him in the 1846 version - certainly he was no longer involved with Douglas inns
