An other thought. You could trawl through the 1871 census looking for a likely Thomas (married but not with his wife, in prison, etc.)
In 1871 there are 44 in Lancashire with a birthdate between 1820 and 1840.
Also, whenever anyone is elusive in the census, it is worth checking if they were mariners or had Irish or Scottish connections.
