I can't be 100% certain because of the number of Thomas Radcliffes around at that time, but I am fairly sure that "the gardener" was Thomas Radcliffe bapt Andreas 13 July 1794, the son of Philip Radcliffe and Elinor Christian.
In Constance Radcliffe's Andreas article under "Radcliffe the Curragh" she wrote "A great-grandson Thomas, born in 1794, does not seem to have been in Andreas at the time of the 1841 Census". However his age differed in the 1841 census from his age given in later records which were pretty consistent.
In 1825 Thomas son of Philip received the legacies left him by his grandfather John Radcliffe who had died in 1802 [Philip had died in 1796 leaving two children Margaret b.1789 who later married George Brew, and Thomas b.1794].
"The gardener" comes from Andreas parish bapt and confirmation records:
