It was designed by a lady from the Ramsey area, and certainly well over 30 years ago, so could well be 40 years ago.
The colours chosen, I believe, were to reflect the Manx landscape, and the colours of the island, viz:
The blues were for the sky and the sea, the yellow for the gorse and the purple for the heather and green for the green hills. (From memory, perhaps someone could confirm this.)
It is a pretty tartan, but a modern manx idea, which has become traditional.
