"Her Majesty referred the contention to Lord Keeper Egerton, to several Lords of the Council, to Popham, Chief Justice of England, Anderson, Chief Justice of the Common Pleas, and Peryam, Chief Baron, who after hearing counsel on both sides in 1598, came to the following decision.
