The first Peel MI you posted is a different family, but the census and the second Peel MI was the James Turner Garrett he was looking for.
James Turner Garrett, bapt. 25 Feb.1798 Rushen, IOM, s/o George Garret & Alice Mylchreest, as you have. But I'm pretty sure his wife Catharine Kelly was bapt German 10 March 1802, daur of Wm Kelly & Agnes Hutchin, and buried 28 Dec 1883 in Foxdale aged 82.
