Are you sure Joseph and Elizabeth hadn't both gone to the US after the 1891 census, had son Joseph there in Boston as shown on the census (if the same age as the 2-yr-old in 1900 - you didn't say), then Elizabeth went back to the IOM, until leaving again to re-join Joseph in 1900?
