it's a Bank Holiday - the number at St John's depends on weather and who is representing the Lord of Man - maybe 3 or 4 thousand unless the Queen (ie Lord of Man)or a well known Royal appears.
The Museum library used to be open in afternoon but I think it now is closed for the day
