I'm afraid that was its function - the accuracy of the information is totally unimportant to its role in church affairs - the batch numbers gave a spurious accuracy in that the early transcriptions from the 1911 official copy (which was one of the first such collections filmed by the Mormons) were very good - many patron submissions have however a very high error rate and some are total inventions.
