I have no reference to it - one place to check would be the local paper Ramsey Courier - there is no mention in Constance Radcliffe's book which covers Ramsey upto 1914 so my guess is post 1920 - Douglas set up a Carnival week around 1911 (partly to pay for hospital - maybe the Gov could now resurrect this given their financial woes!) - others seem to take place after WW1 to pay for war widows (eg one in Castletown) and then in 1920's as a tourist attraction
