The IGI has a Stephen Kelly christened 1829 in German. The son of William Kelly and Ann Quane. This may be your guy.
William (the tailor) was my great grandfather but his parents John Kelly and Jane Braid weren't married until 1851. William was their first born in 1852, followed by Joseph, John, Edawrd, Frances, and Margaret.
