The answer is yes, I believe she was his mother.

Leslie Quilliam's article in New Manx Worthies on William states that his mother was Mary nee Killey.
There is also a One World tree that states this.
I believe Mary was Thomas Cashens' 2nd wife

I have not myself researched that far back yet
