Hi Susan, I was looking at his birth (1832), death (1884) dates and therefore cannot have been 80.
I have however, found a Samuel James Browne who was a General with the 2nd Punjab Irregular Cavalry (ex - 46th Bengal Native Infantry ), who was awarded HEIC & Indian Army VC for the Indian Mutiny ( 1857 - 59 )
He died in Ryde, 13 March 1901 in the Isle of Wight (Woking Crematorium)
Still not a match, but the connection with the Police interesting as also Henry George Gore Browne, also involved in the mutiny.
