The Bishop allocated the job of issuing licences to surrogates (you can for example find the names of the designated clergy listed in directories etc for the early 19th C) - ) - there may be records somewhere of those issued but I dont recall seeing any reference to such but if so they would be in diocesan papers which I think were all deposited in Manx Museum. (there may be a summary total as a fee was payable to the surrogate for the licence and this was often seen as an important addition to some poor stipends). I don't know how thorough these surrogates were - I seem to recall that the few later accused of marrying within the proscribed relationships, had a licence.
