I am researching on behalf of a grandson of Cecils. A very dear friend.
I have spent the last couple of weeks searching everywhere!! I have emailed the Isle of Man to see if they can find a record of his birth, but quite honestly having checked the births on the Isle, I dont think he WAS born there.
Do you know who Tina L Ray is?? I am in contact with her too. She said she was married to one of Cecil's grandsons?? I understand from her that Cecil was working for the Board of Trade and was sent as a "trouble shooter" to the coast and that is where he met your grandmother Vera.
The only record of Cecil I can find is of his marriage to Vera. I am sending off for his marriage cert. which will hopefully fill in a couple of blanks, like, where he WAS born.
I also understand HIS father was George William Ray and his mother was Elizabeth. Again, absolutely nothing !!!!

I am also in contact with Hazel who is researching the mystery man. Her link with him is rather tenuous. Her husbands uncle's partner is related to Cecil through marriage. OMG!! This man.
