If aged 18 in the 1871 census was correct, then James QUAGGIN bapt 9 May 1852 Ramsey is the closest in both name and age - the census was taken on the night of 2/3 April so he wouldn't have yet turned 19, if baptised close to his birth date.

I had a look at Maughold burials because Ramsey people were often buried there, and there were quite a few Quiggins and Quaggins, residence Ramsey.
No John or Jane Quiggin/Quaggin of the right age, but a John QUIGGIN aged 81, Ramsey, was buried in Maughold Oct 28 1846.

Marriages look more interesting. John Quaggin & Jane Quayle married in Maughold on 18 May 1847. John from Lezayre.
(There were a small number of other Quaggin/Quiggin marriages in Maughold.)
