Ray, have you looked at the baptism for James in the Andreas parish register? The IGI has the bapt as 19 MAR 1843 Andreas son of Anne COWLEY. Information extracted from LDS film no. 0106705, which can be ordered to view at any LDS Family History Centre (under Church of Jesus Christ of Latter day Saints in the phone book).

The parish register should say whether or not Anne was from Andreas or from another parish, and may have other details. If she was from elsewhere she may be recorded there as Cowle or Kewley, etc. You can't be sure who her parents were until you know which parish to search, so the Andreas parish register is the first step.
